Parking permit appeals
If you have been refused a permit or disqualified from the permit scheme, we can refer you to a customer service team leader or manager.
The residents' parking permit appeals process has four steps:
- 1. Residents' parking permit eligibility criteria

We will refuse your application if you:
- do not meet the eligibility criteria
- can't provide the required documents or supporting evidence
If you dispute one or more of the following scenarios, we can refer you to a customer service team leader or manager:
- the reliability of the information or documentation you provided is in doubt or not accepted
- you believe you have a valid reason for not being able to produce the required documentation
- there is ambiguity over the interpretation of the eligibility criteria
If the dispute can't be resolved, you can appeal our decision via the appeals procedure in section 2.
Please note:
- registering your vehicle to your second home outside the borough is not a valid reason for not being able to produce a registration document for a vehicle registered to your Kensington and Chelsea address
- residents of permit-free properties (with the exception of previous tenants of Grenfell Tower and Grenfell Walk who were living there on 14 June 2017) are not eligible for parking permits and cannot appeal this planning stipulation
- we will not issue permits to vehicles that do not meet the height or length restrictions however the size limitation does not apply to specially adapted vehicles for disabled people, who can appeal any rejection of their permit application
- disagreeing with the council policy is not sufficient grounds for appeal
- disputes regarding denial or withdrawal of a permit will not be considered under the Council's complaints procedure

residents of Grenfell Tower and Grenfell Walk on 14 June 2017 who have been rehoused, will not be required to go through this appeals process on the grounds of residency

- 2. Appeals criteria

You can appeal against our decision to not issue or withdraw a resident's parking permit if:
- we have refused to issue a permit and you believe you have exceptional reasons for not meeting the eligibility criteria
- you believe you have exceptional reasons for needing a parking permit but do not fully meet the eligibility criteria
We will not consider a resident's parking permit appeal from anybody who is not a resident in the Royal Borough of Kensington and Chelsea, with the exception of previous tenants of Grenfell Tower and Grenfell Walk who were living there on 14 June 2017.
We can withdraw your permit if:
- you have provided false or misleading information in order to obtain a permit
- you no longer meet the eligibility criteria
If we decide to withdraw your permit, we will explain why. If you dispute our decision you can appeal following the appeals procedure detailed in section 3.
- 3. Appeals procedure if we refuse or withdraw a permit

Before you appeal you must have applied for a permit and supplied all relevant documentation to the Council.
Stage 1
If we refuse the permit, we will notify you by email. If you wish to appeal the decision, please email [email protected] and ask to be referred to a team leader who can assist with your initial appeal enquiry.
They will advise you if you are eligible and to email [email protected] quoting your permit application number. If you have applied for a permit online this number will begin with FS.
We will only consider written appeal submissions. It will not be possible to attend an appeal hearing in person.
We will issue a written response within 21 days of receiving your appeal. This will state the outcome of your appeal and our reasons for the decision.
- If your appeal is successful, we will issue or reinstate your permit.
- If your appeal is unsuccessful, you will have 14 days following receipt of our decision to submit a further written appeal outlined in stage 2
Stage 2
If you submit a written appeal within 14 days of the Council's stage 1 decision, the Head of Parking Services will issue a final decision.
We will issue a written response within 21 days of receiving your appeal. This will state the outcome of your appeal and our reasons for the decision.
- If your appeal is successful, we will issue or reinstate your permit.
- If your appeal is unsuccessful, we will will uphold our original decision.
We can give you information on how to complain to the Local Government Ombudsman if you feel we have handled your case unfairly.
- 4. Exclusion from the residents' parking permit scheme

If we withdraw your resident's parking permit you:
- could be prosecuted
- may not be allowed to apply for another permit for a year, or permanently
If you're not allowed to apply for another permit for a year, this will still apply if you meet the criteria in the future.
We will exclude you from the residents’ parking permit scheme if you:
- admit to misusing the residents’ parking permit scheme
- no longer meet the eligibility criteria
- you are found guilty of an offence under the Road Traffic Regulations Act 1984
There will be no right of appeal in these cases.
You could be permanently excluded from the scheme if your permit is withdrawn because you:
- produce multiple permits that are false or not genuine
- repeatedly break the terms and conditions set out in section 2 of the Residents’ Parking Guid
