Shaping Amazing Spaces
The Growth and Delivery team focus on improving the areas people live, work, play and learn within the borough. The team’s expert knowledge in planning, landscape, urban design, and community engagement enables the creation of quality places communities can be proud of and enjoy.
All projects are scoped and planned with community involvement at the heart, to create cohesive visions for more sustainable, resilient, and unique areas. In collaboration with residents, businesses and other key stakeholders, place shaping considers the impact of the environment in our day to day lives and focusses on:
- improving the viability and vitality of high streets
- forward-thinking solutions for short medium- and long-term sustainable impact
- creating greener city living by advocating for more green space
- activates spaces by protecting culture and encouraging creativity
- influencing developments within opportunity areas to maximise community impact
- supports the borough as a destination of choice for visitors
Place shaping projects build on policies set out in key Council documents including the Council Plan, the Local Plan, Economic Strategy and Culture Strategy.
A range of activities are underway to understand and address what our high streets need. We have outlined our activities below and opportunities for you to get involved.

Markets
The world-famous Portobello Market is one of the borough’s most iconic places. Our Street Trading Office manage the day-to-day running of the markets from licensing, fees, pitch regulation and waiting lists.
In 2022, the Market Action Plan 2022-2027 was launched to support Portobello and Golborne Road Market, and other markets across Kensington and Chelsea, to implement improvements agreed with the community to address issues around promotion, sustainability, enterprise, events, and support for traders.

While the Council is not responsible for all markets in the borough, we have partnered with Westway Trust to promote the Portobello area via the Visit Portobello website.
