Local Elections Thursday 5 May 2022

On Thursday 5 May 2022, the residents of Kensington and Chelsea will go to the polls to elect their local councillors. 

All 50 seats of the council will be up for election.

Register to vote

If you’re eligible to vote, you must make sure that your name appears on the register of electors. You can apply to be added to the register, or have your details amended, at any time.

If you want to vote in the local council elections, which will be held on Thursday 5 May 2022, you must apply to be added to the register by midnight on Thursday 14 April 2022.

You can register to vote online in less than five minutes. You will need to have your National Insurance number to hand.

Apply for a postal or proxy vote

By post

If you want to vote by post at the local council elections on Thursday 5 May 2022, your completed application to vote by post must reach us by 5pm on Tuesday 19 April 2022. If you have a postal vote for these elections, you will not be able to vote in person at a polling station.

We’ll send your postal vote to your home address or another address you specify (you must give a reason for your vote to go to another address). You must make sure that you return it to us by 10pm on election day – if your vote arrives after then it will not be counted. If your vote does not arrive you can apply for a replacement, but you must do so by 5pm on election day.

If you have an existing postal vote in place but want to vote in person at the local council elections on Thursday 5 May 2022, your application to cancel your postal vote must reach us by 5pm on Tuesday 19 April 2022.

If you lose your postal vote, make a mistake or haven’t received it please phone the helpline on 020 7361 3444.

Please note, by law we can only issue a replacement after 5pm on Thursday 28 April 2022 and before 5pm on Thursday 5 May 2022.

By proxy

If you want to vote by proxy at the local council elections on Thursday 5 May 2022, your completed application to vote by proxy must reach us by 5pm on Tuesday 26 April 2022. If you have a proxy vote for these elections, you can still vote in person at your polling station, but only if your proxy has not already voted for you.

Appoint a proxy for future elections

You can apply for someone to vote for you, called a ‘proxy’. Your proxy then votes at your local polling station, or they can ask to vote for you by post.

If you want to vote by proxy, the law says you must give us a reason why you cannot vote in person. You can apply for one election only, or for a longer term.

Long-term applications usually have to be supported by a doctor, employer or course tutor, depending on the reason why you are applying.

If you have a medical emergency or are called away for employment reasons immediately after 5pm on Tuesday 26 April you can apply for an emergency proxy vote, however this must be supported by a health professional or your employer.  

Help for disabled voters

We offer a range of support to Disabled voters.

All polling stations are wheelchair accessible, and we provide ramps where needed.

In addition to this:

  • all polling stations have a polling booth adapted for wheelchair users
  • large print versions of ballot papers are available in every polling station, along with aids to enable blind voters to mark their ballot papers without help
  • if you are a Disabled voter and you need support to complete a ballot paper on your own, you can take a friend or relative to the polling station to assist you
  • the presiding officer at the polling station can help you fill in your ballot paper.

If you don't want to go to the polling station to vote, you can vote by post, and voters with a disability can have a permanent proxy vote. 

All voters have a right to vote independently and in secret. Local authorities in Great Britain now must take proactive steps to ensure that polling stations don't disadvantage Disabled people. 

Disabled people's voting rights

All voters have a right to vote independently and in secret. A person who is registered to vote or who has been officially appointed as a proxy voter cannot be refused a ballot paper or the opportunity to vote on the grounds of mental or physical incapacity. 

Polling station staff must ensure that disabled voters are not offered a lower standard of service than other voters and should be able to explain what assistance is available to disabled voters wishing to vote in person at a polling station. 

Disabled voters are also entitled to: 

The right to request assistance to mark the ballot paper 

Disabled voters may request the assistance of the Presiding Officer to mark the ballot paper for them. Alternatively, they can bring someone with them to help them vote (this person must be an immediate family member over 18 years old or a qualified elector). 

Tactile voting device 

This is a plastic device that is fixed onto the ballot paper so visually impaired people or those with limited dexterity can mark their ballot paper in secret. 

Large-print version of the ballot paper 

A large-print version of the ballot paper should be clearly displayed inside the polling station and a copy can be given to voters to take with them into the polling booth. A voter can’t vote on the large-print version, but it can be used for reference. 

Assistance to electors unable to gain access to the polling station 

It is the responsibility of the relevant council to designate polling places within their area and to keep these under review. In designating polling places, the council must have regard to accessibility for disabled voters. If an elector is unable to enter the polling station because of physical disability, the Presiding Officer may take the ballot paper to the elector.

Candidates can formally submit their papers to stand by appointment only from 28 March to 4pm on Tuesday 5 April.

  1. Nomination papers must be delivered to the Returning Officer, The Town Hall, Hornton Street, London, W8 7NX on any day after the date of this notice, on Monday to Friday 9am to 5pm (excluding bank holidays) but no later than 4pm on Tuesday, 5th April 2022.
  2. Nomination papers may be obtained from the offices of the Returning Officer, The Town Hall, Hornton Street, London, W8 7NX, during the times stated above.
  3. If any election is contested the poll will take place on Thursday, 5th May 2022.
  4. Applications to register to vote must reach the Electoral Registration Officer by 12 midnight on Thursday 14th April 2022 . Applications can be made online on the gov.uk website.
  5. Applications, amendments or cancellations of postal votes and amendments or cancellations of proxy votes must reach the Electoral Registration Officer at The Town Hall, Hornton Street, London, W8 7NX by 5 pm on Tuesday, 19th April 2022
  6. New applications to vote by proxy at this election must reach the Electoral Registration Officer at The Town Hall, Hornton Street, London, W8 7NX by 5pm on Tuesday, 26th April 2022.
  7. Applications to vote by emergency proxy at this election on the grounds of physical incapacity or for work/service reasons must reach the Electoral Registration Officer at The Town Hall, Hornton Street, London, W8 7NX by 5pm on Thursday, 5th May 2022.The physical incapacity must have occurred after 5pm on Tuesday, 26th April 2022. To apply on the grounds of work/service, the person must have become aware that they cannot go to the polling station in person after 5pm on Tuesday, 26th April 2022.
