The Councils’ role

The Council aims to support residents over Carnival through these main roles:

  • Street traders: To make sure street traders at Carnival meet the necessary safety and legal standards.
  • Litter and cleaning: To pick up litter, clean the streets and get the area back to normal as soon as practically possible after Carnival.
  • Toilets: To provide toilets for the event where possible.
  • Music and noise: To agree permission for music to be played during the event and monitor noise levels.
  • Traffic and parking management: To support the management of traffic around the area.

A message from the Leaders of Kensington and Chelsea Council and Westminster City Council

Notting Hill Carnival is a vibrant celebration of community, culture and fun. As the largest street festival in Europe, it's no surprise that it attracts thousands of people from across London and the UK.

Held in Kensington and Chelsea and parts of Westminster, our boroughs fully support the Carnival organisers and work closely with them and community partners to ensure a safe and enjoyable experience for everyone.

We also understand that the Carnival weekend can have a big impact on those who live and work in the area. That’s why we have partnered with the organisers in holding several resident drop-in sessions prior to Carnival so that we can continue our commitment to minimising disruption and improving the experience for everyone each year.
This booklet provides all the essential information you need for the Carnival bank holiday weekend. From handy contact details to parking restrictions, transport hubs, and most importantly, practical advice and tips so that you have a safe and fun Carnival. As ever, hundreds of our officers and support staff will be helping to run this huge event.

We thank you and appreciate your patience and co-operation whilst we support and facilitate one of London’s most iconic cultural events. Celebrating our rich local history and supporting our vibrant communities are at the heart of our core values. That's what makes Notting Hill such a special place.
