School Streets

School Streets temporarily motor traffic outside a school by creating timed road closures during school drop off and pick up times.

They are a well-established way of helping more schoolchildren to walk, cycle, scoot or wheel to and from school, and also make the street safer, cleaner, and more pleasant for residents and others.

If you live or work in the closure zone, you will be permitted access at all times by registering for a School Street exemption.

How do School Streets fit in with wider Council policy?

Our six Borough Transport Objectives are to:

  1. Encourage more trips by walking, cycling and public transport and fewer by private car (including in new developments to support sustainable growth)
  2. Make our streets safer, secure and with fewer road collision casualties and work towards zero killed or seriously injured casualties by 2041
  3. Make our streets cleaner and greener with less transport-related pollution
  4. Improve accessibility and journey time reliability on public transport
  5. Manage on-street parking and loading to make our streets more efficient
  6. Improve the appearance of our streets and ensure that they are well maintained

School Streets directly support Objectives 1, 2, 3, 6. Additionally, on 9 May 2020 the UK Government published statutory guidance for reallocating road space. This guidance advises local authorities to meaningfully reallocate road space through measures such as School Streets, with one of the key aims being to encourage walking and cycling. 

As a result, hundreds of School Streets have been introduced across London and the country.

Exemptions

If you live in the closure zone, you will be permitted access at all times by registering for a School Street exemption. Emergency Services, Blue and Purple Badge Holders and Taxis that are dropping off or picking up someone who lives, works or studies in the closure zone will also be permitted access at all times (without needing to register for an exemption).

Frequently asked questions

What if I’m already in the zone when the road closure starts?

You’re able to stay parked in the zone or exit the zone at any time, but you are not able to re-enter the zone until the road closure ends if you do not have an exemption.

How will it be enforced?

In addition to manned barriers that will be installed at the street entrances during the closure times, for the first few weeks of the closure our Community Safety Wardens will be on site. The School Street is only active during school term times. Visit our council page on information of the school term times.

What indicates that it is a School Street other than people manning barriers?

Official signage, notifying people of a pedestrians and cycles only zone, is or will be installed on every School Street in the borough.

What if I need to deliver something and do not have an exemption?

You should consider re-timing your delivery, or park elsewhere and continue the delivery on foot.

I live / work in the closure zone; how do I register for a School Street exemption?

Residents, businesses, Blue Badge and Purple Badge Holders residing within the School Street can register for a School Street exemption to maintain access to the street during the timed closures. Please note, this does not replace the Resident Parking Permit. Can I park in car parking bays during the road closure?

If you are already in a pay-by-phone parking bay before the street is closed, you can remain there for as long as you have paid. You will not be allowed to enter the street and access the paid parking bays unless you hold a valid School Street exemption.

What about older people, such as grandparents, picking up children from these schools, who can't walk very well?

We have offered to work with each school if they believe they would benefit from a ‘Park & Stride’ map for schoolchildren and others to benefit from. Individuals with specific mobility concerns who are Blue Badge or Purple Badge Holders are exempt from the restriction and therefore will be unaffected by the trial.

How can I suggest a School Street?

Only schools that have requested assistance implementing a School Street will be considered. Schools can email [email protected] to indicate their interest.

What happens if I have a courtesy car?

Be sure to keep us updated with the details of the vehicle that you need to use if you live in a School Street closure zone. Please email school.travel@[email protected] if we need to update your exemption record.

What will happen if the School Street trial is a success?

If the trial is a success, it may be extended up to 18 months in total, or made permanent.
