The Housing and Worklessness Project
The Royal Borough’s Housing and Worklessness Project launched the Pathways to Work Charter in 2012. The charter facilitates partnerships and joint working between the council and housing associations in order to engage and help tenants throughout the borough to progress towards and into work, and to mitigate the impact of welfare reform.
Thirteen housing associations committed to tackling worklessness to agreed levels by signing up to the Charter in 2013.
Featured achievements
Between 2013 and 2017, the project’s partnership work with housing associations delivered fantastic and long-lasting results. The project was recognised as a best practice model by the London School of Economics.
It engaged thousands of residents, supporting them with work, training and welfare benefits issues. It also created two jointly funded IT hubs within the community; coordinated exclusive recruitment screenings for residents at Kensington Town Hall; and delivered joint employment and training roadshows on estates and community centres every year.
Relaunch of the Pathways to Work Charter
The Charter is an agreement between social housing providers in the borough and the council.
By signing up, providers register their commitment to work with the Council and local agencies to tackle worklessness in the borough and to support tenants to sustain their tenancies and prevent homelessness. The charter was updted and relaunched in 2021.
There are three levels of commitment - gold, silver and bronze - housing providers can sign up to depending on their available resources.
Housing Associations committed to the Pathways to Work Charter
Clarion, Peabody, Notting Hill Genesis, Westway, Octavia and London and Quadrant are the first borough housing associations to recommit to the updated Pathways to Work Charter, with several more in the pipeline.
