The role of the Town Clerk (Chief Executive)

The Council approved the appointment of Dr Barry Quirk as the chief executive of Kensington and Chelsea on Wednesday 19 July 2017.

He will be responsible for the effective corporate management of the Council. This will include working in conjunction with the Task Force and he will have the  authority to make changes to the organisational structure as appropriate.

He will also be the Council’s Head of Paid Service and will exercise the functions of Town Clerk as provided for in the Council’s Constitution.

Barry Quirk was previously chief executive of Lewisham Council.

He is a qualified teacher and housing professional with an academic background in public policy – he has a PhD in social and political geography. He is a Visiting Fellow in Social Policy and Politics at Goldsmiths, University of London and is an Associate at the independent Institute for Government. He was awarded a CBE in 2001 for services to London local government.
