Buskers

Response to question about Buskers, raised at Full Council Meeting on 17 October 2018

Buskers

Comments by Guy Bondonneau

Guy Bondonneau spoke at the Council meeting on 17 October 2018 about buskers in South Kensington.

The Council understands the disturbance that irresponsible busking can have in certain locations in the borough and we are working hard to find a solution, which includes developing a Public Space Protection Order (PSPO).

A consultation on developing a PSPO to address busking took place over the Summer: the findings of that consultation are available on the Controlling busking in the Borough page.

Since nearly 70% of the respondents to the consultation supported the development of a PSPO, we have started work on this. The PSPO will promote and encourage responsible busking, whilst discouraging irresponsible anti-social busking and street entertainment. We aim to restrict busking and street entertainment in certain locations, at certain times and we may consider busking-free areas.

We need to make sure the PSPO is evidence-based and proportionate. Our goal is not to limit artistic creativity, but to enhance quality of life for residents and provide opportunities for responsible street entertainers.
