Antisocial Behaviour (ASB) Nuisance Vehicles Public Spaces Protection Order (PSPO)
The Order
The activities described below are hereby prohibited between the hours of 12 noon and 6am, across the entire Royal Borough. Anyone being the driver of a vehicle (motorised or otherwise) must not perform any of the following activities:
- Revving of engine(s) (as to cause a public nuisance)
- Sudden and/or rapid acceleration (as to cause a public nuisance)
- Repeated sudden and/or rapid acceleration (as to cause a public nuisance)
- Racing by two or more vehicles
- Performing stunts (as to cause a public nuisance)
- Sounding horns (as to cause a public nuisance)
- Playing music from a vehicle (as to cause a public nuisance)
- Using threatening, intimidating behaviour towards another person
- Causing obstruction on a public highway, whether moving or stationary, including driving in convoy
'Vehicle' includes a pedal cycle, which includes a power assisted pedal cycle, or a pedal cycle in combination with a trailer, constructed or adapted for carrying one or more passengers.
Breaching this Order can result in a Fixed Penalty Notice of £100, or on summary conviction in a Magistrates’ Court, a maximum fine of £1,000.

Consultation report
The consultation received 473 responses. The consultation report is provided below and shows significant support (84 per cent) for the Borough-wide PSPO.
Acoustic cameras
After a successful trial, the Council have invested in a number of acoustic cameras. The cameras are an effective way of obtaining evidence of PSPO breaches. These cameras are demountable and can be moved around the borough as required.

We will need the following information:
- Where did the breach occur?
- What time did the breach occur?
- Which of the criteria from the PSPO were breached?
- What was the make, model and colour of the vehicle, if motorised?
- What is the vehicle registration number, if motorised?
Please note - this telephone number is not a dedicated number solely for PSPO breaches. All calls go through to the Council's contact centre. When all the call agents are busy handling calls, customers will hear an option for a 'call back within an hour', or they can continue in a queuing system until a call agent becomes available.

The Council carried out an Equality Impact Assessment before undergoing the consultation. An Equality Impact Assessment is an improvement process which helps to determine whether the Council’s policies, practices, or new proposals will impact on, or affect different groups or communities. It enables officers to assess whether the impacts are positive, negative or unlikely to have a significant impact on each of the protected characteristic groups.
