Free printed matter distribution licence
Leaflets, flyers and other free printed matter
If you want to hand out or distribute free printed matter such as flyers and leaflets you need our permission under Schedule 3A of the Environment Protection Act 1990.
The permssion applies to designated streets in the borough which are listed in table below.
How to apply
To apply:
- read the terms and conditions
- complete and return a signed copy of the application form with payment by cheque or debit/credit card
When you complete the form, bear in mind:
- you will only be allowed to stand at an agreed location on the street so be specific about the exact location where you would like to distribute
- to avoid obstruction, you won't be able to distribute materials within 25 meters of tube station entrances or by pedestrian crossings - any affected streets are highlighted blue in the table below
We need to receive your application 14 days before you start distributing. You can fast track your application for an additional charge.

Application fees are non-refundable. We make every effort approve all applications, including recommending alternative distribution locations, and times and dates, as appropriate.
