Licence fees
All HMO licence fees are split into two parts
- Part A is payable when submitting the application online and covers the cost of processing the application up to approval.
- Part B becomes payable after the licence has been approved and covers the cost of enforcing the scheme. The Part B payment is automatically debited once we have processed your application.
Mandatory HMO licence fee
The licence fee for a mandatory HMO licence is property specific and calculated upon receipt of a valid application, based on the number of room lettings in the HMO. The fee is requested when all the habitable rooms in the property have been verified to the satisfaction of the council. For an average sized property in Kensington and Chelsea, a five-year licence may cost up to £1600.

This is a fixed fee:
- Part A: £890
- Part B: £400
Discounts
Accredited landlords
We want to recognise efforts undertaken by landlords to ensure they are fully aware of their legal responsibilities, and they are managing their properties in a satisfactory manner. A £200 reduction will be available to any landlord who is accredited with:
- London Landlord Accreditation Scheme (LLAS)
- National Residential Landlords Association (NRLA) or other equivalent professionally recognised scheme
- who employs a named manager who either is Safeagent, or Propertymark approved, and holds a Level 3 Award in Residential Letting and Property Management
To receive this discount landlords will need to upload proof of their accreditation with their application.
Multiple applications
Where an applicant submits more than three HMO licence applications, having the same landlord and managing agent, a £30 reduction will apply to each application.
Applicants will not be eligible for a discount where they have failed to apply for a licence and where their unlicensed HMOs come to the attention of the council.
