Alongside the funding we supply to residents’ associations and compacts, there are two main sources of funding Kensington and Chelsea Council Resident Engagement and Partnerships Team can assist residents with: the Community Chest Fund and the Estate Improvement Budget.
Community Chest Fund
A one-off grant payment from the Council Resident Engagement and Partnerships Team of up to £500, to support small scale events, classes or activities that directly benefit our tenants or leaseholders. The team decides on the approval or rejection of any application we receive.
The applicant may apply for any amount between £50 and £500, but there is no guarantee that the full amount applied for will be awarded. The resident engagement and partnerships team makes the final decision over the amount awarded.
- Who can apply

Individuals or groups who can apply for funding:
- tenant or leaseholder of council housing looking to put on an event/class/activity.
- voluntary and community sector (VCS) organisation running an event/class/activity, in which at least 50 per cent of the beneficiaries are council housing tenants or leaseholders.
- residents’ association or compact that is recognised by the Council. A community interest company (CIC) or community interest organisation (CIO) running an event/class/activity that can demonstrate at least 50 per cent of the beneficiaries are our housing tenants or leaseholders.
- Who cannot apply

Individuals or groups who cannot apply for funding:
- resident who is not a tenant or leaseholder of council housing.
- VCS organisation running an event/class/activity who are not able to demonstrate that at least 50 per cent of the beneficiaries are council housing tenants or leaseholders.
- CIC or CIO running an event/class/activity that are not able to demonstrate at least 50 per cent of the beneficiaries are council housing tenants or leaseholders.
- any of the previously listed individuals and organisations that has been awarded Community Chest funding in the last 12 months.
Estate Improvement Budget
The Estate Improvement Budget (EIB) was set up in 2018 as part of the Council’s commitment to give residents a budget to decide on improvement projects for their estate.
Every year, each council-managed home is allocated £67. For each estate, this is added together to give the estate an annual budget. For example, if your estate has 200 homes, then £67 multiplied by 200 gives a total of £13,400 to spend. Annual allocations can be carried over to the next year for larger projects or can be spent on several smaller projects throughout the year.
Your residents’ association (RA) or compact can help you contact your neighbours to agree on how the money could be used. Find the details for your association or compact.
Each estate or block has its own account. You and your neighbours can decide how to spend your yearly budget. For example, some estates have used their EIB to install new planting, landscape their green spaces, upgrade playgrounds, install new garden furniture, or to install external lighting.
