Green Homes Grant - local authority scheme

Do you want to save on your energy bill, improve the energy efficiency of your home and ensure that your home is warm in the winter and cool in the summer? The ‘Green Homes Grant: Local Authority Delivery Scheme (GHG:LAD)’ is here to help.

It aims to raise the energy efficiency of homes by reducing fuel poverty through phasing out the installation of high carbon fossil fuel heating and supporting the UK’s carbon neutral commitments.

The Scheme can fund up to £10,000 of green home improvements ranging from insulation of walls, lofts, floors and roofs, to low-carbon heating like heat pumps or solar thermal.

Tackling climate change and fuel poverty in RBKC

Kensington and Chelsea Council have joined a partnership/coalition with seven London boroughs to carry out smart energy efficiency retrofits on up to 700 homes across the participating boroughs. Those living in the coldest and least efficient properties may be eligible for up to £10,000 of grant funding to cover the installation of efficiency measures, such as low carbon heating systems, insulation, and smart heating controls.

The Green Homes Grant scheme is part of the Council’s climate emergency commitment to become a carbon neutral borough by 2040 and the wider environmental ambition to tackle fuel poverty and improve the energy efficiency of all homes across the borough. Emissions from buildings’ energy use across RBKC (including electricity use in buildings and heating buildings) represent around 80% of borough emissions.

Who is eligible for the Green Homes Grant?

• To be eligible for Phase 1 GHG:LAD scheme residents must live in a home with an energy performance rating of E, F, or G and have a total household income of less than £30,000 or below, including benefits.
• Private and Social Landlords may apply on behalf of qualifying tenants for a £5,000 grant to cover 2/3 of work.
• Landlords may apply on behalf of their qualifying tenants or if they are working with the Council and their next tenant will meet the eligibility criteria. Phase 1 of the scheme ends 30 June 2021. Please check the EPC Register to find your Energy Performance Certificate (EPC) rating and efficiency recommendations.
• Phase 2 of the scheme is set to begin in April and residents with D-rated properties may call to be pre-screened and ask to be waitlisted for in-person assessment in April. The second phase runs through 31 December 2021.

How can you register?

• Registration: You can apply online by visiting Green Doctors or call the freephone line at 0800 083 2265 to apply by phone if you do not have internet access. You will be screened for LAD eligibility. Please note that registering your interest only takes a few minutes and is completely obligation free.
• Confirm eligibility: You will receive a screening call from our team to confirm your eligibility by asking you a few questions about your income, benefits status, and household.
• Property assessment: A certified retrofit assessor will visit your property to create a whole house energy efficiency plan and personal recommendation to make your home more energy efficient.
• Agree to works plan: You confirm which works are to be carried out and agree to a start date for installation to begin with the scheme manager.

Frequently asked questions (FAQs)

What measures are included under the scheme?

Any measure which improves the energy rating of the property may be included in your workplan, though we will primarily focus on wall, floor, loft, and roof insulation, low carbon heat systems (such as air source heat pumps), energy efficient doors and windows, heating controls and hot water tank insulation.

Are there measures not included?

Gas boiler repairs and replacement are not part of the scheme. Existing double-paned windows may not be replaced, however single-paned windows are eligible for replacement with double or triple paned glass or secondary glazing.

How will quality be guaranteed?

All installers and contractors for the GHG:LAD scheme are TrustMark and MCS registered.

Can landlords participate in the local authority delivery scheme?

Yes. Private landlords and housing associations may apply for a grant on behalf of tenants who meet the eligibility criteria. Landlords are eligible for up £5,000 to cover two thirds of energy efficiency work. This means you can get up to £7,500 worth of measures installed for a maximum contribution of £2,500.

Can landlords include multiple properties?

Yes. If you have multiple properties within the participating boroughs, you may put as many eligible properties forward for works as you would like, provided you are able to contribute the one third matching funds, which is a maximum of £2,500 per property.

Are landlords limited to £7,500 worth of works?

The maximum grant award for Landlords is £5,000 per property, however, you may agree to additional works with the scheme manager at your own expense.

Residents can also benefit from the Homes4Health free fuel poverty support to get on top of their energy debt, switch provider, access grants and other support, and manage energy use in their home.  The telephone consultations are available for all households (all tenure type) that meet the following criteria: over 65, or on a low income, or have a long-term health condition or disability.
