The role of the Leader and the Leadership Team

The Leadership Team is made up of the Leader of the Council and up to nine other councillors, known as Lead Members, who are selected by the Leader. 

The Leadership Team has overall responsibility for the strategic direction and decision-making within the Council.  All decisions are published in advance and are open to scrutiny by the Overview and Scrutiny Committee and four Select Committees. The Leadership Team is also responsible for providing Borough-wide leadership. This includes engaging with residents, communities, and our partners across the whole Borough on what their priorities are, and actively seeking out opportunities for collaboration and consultation on the Council’s policy proposals as detailed in our Council Plan

Each Lead Member has responsibility for a defined service area or 'portfolio', as allocated by the Leader. These are detailed below. 

Leader of the Council - Cllr Elizabeth Campbell

Cllr Elizabeth Campbell is responsible for:

  • Overall responsibility for Grenfell Recovery and Legacy
  • Overall strategy, performance, policy, and budgeting
  • Overall responsibility for COVID-19 recovery
  • The Council Plan
  • Direction and overseeing delivery of corporate transformation and change
  • Emergency and civil contingency planning
  • Public Inquiry and other external examinations of the Council
  • Corporate services: HR and Corporate Strategy
  • Communications, primary spokesperson for the Council
  • Good governance and decision making
  • Liaison with Government, Greater London Authority (GLA), London Councils 
  • Local strategic partnerships and engagement with partner agencies

Deputy Leader, Grenfell Housing, Housing and Social Investment - Cllr Kim Taylor-Smith

Cllr Kim Taylor Smith

 

Cllr Kim Taylor-Smith is responsible for:

  • Housing elements of Grenfell 
  • Improvement and refurbishment of Lancaster West Estate
  • Housing investment, including any other estate improvement and refurbishment
  • Housing strategy and policy
  • Council housing management services
  • Housing demand, including homelessness and allocations policy
  • Housing Revenue Account (HRA) business plan
  • Social investment, the management, acquisition, sale and letting of the council’s property assets

Communities – Cllr Sof McVeigh

Cllr Sof McVeigh

 

Cllr Sof McVeigh is responsible for: 

  • Community engagement and empowerment
  • Grenfell Dedicated Service for bereaved and survivors
  • Grenfell Community Programme
  • Equality, diversity and inclusion
  • Working with the Voluntary Community Sector (VCS), including grant funding the Voluntary Sector Support Fund (VSSF)
  • Ward budgets
  • Community assets
  • Mayoralty

Family & Children’s Services – Cllr Catherine Faulks

Cllr Catherine Faulks

 

Cllr Catherine Faulks is responsible for: 

  • Safeguarding of vulnerable children and young people
  • Impact of COVID-19 on learning, education settings and vulnerable children and young people 
  • Support for children and young people affected by Grenfell
  • Ensuring robust corporate parenting
  • New educational provision and admissions
  • Services for schools and pupils
  • Nursery schools and childcare
  • Children’s centres
  • Youth services, youth justice and the Youth Offending Team (YOT)

Adult Social Care & Public Health – Cllr Anne Cyron

Cllr Anne Cyron is responsible for: 

  • Public health: COVID-19 recovery; promote healthy living; strengthen health and wellbeing and reduce health inequalities
  • Safeguarding of vulnerable adults
  • Community based support for adults affected by Grenfell
  • Assessment and care management of social services for vulnerable adults in need
  • Elderly people services
  • Services for people with learning disabilities
  • Mental health services
  • Physical disability services
  • Transitions from children’s services
  • Partnership working and service integration with the local NHS
  • Discretionary welfare provision and subsidised transport
  • Chairs the Health and Wellbeing Board

Local Economy & Employment – Cllr Josh Rendall

Cllr Josh Rendall is responsible for:

  • Economic development, employment, and skills
  • Street markets and street trading
  • Trading Standards, food hygiene and health and safety
  • Local labour market and supply chain strategies
  • Sustainability of high streets and retail
  • Library and Archive Services
  • Apprenticeship within the council, local partners, and suppliers
  • Alternative career pathways for residents 16+
  • Further and adult education, skills, and employability

Planning, Place & Environment – Cllr Cem Kemahli

Cllr Cem Kemahli

 

Cllr Cem Kemahli is responsible for:

  • Response to climate emergency, improving air quality and carbon emissions
  • Planning policy and planning briefs for individual development sites
  • Maintenance and improvement of highways and street lighting
  • Placemaking, and overseeing the direction and overall quality of the built environment
  • Licensing
  • Noise and Nuisance 
  • Private sector housing 
  • Waste management, recycling, street cleansing and pest control
  • Transport strategy and transportation policies
  • Parking policy and operations, including fees and charges
  • Development control and enforcement; Community Infrastructure Levy (CIL) and Section 106
  • Conservation areas and garden squares
  • Responsibilities as Lead Local Flood Authority

Community Safety, Culture & Leisure – Cllr Emma Will

Cllr Emma Will

 

Cllr Emma Will is responsible for:

  • Community safety (including Wardens), anti-social behaviour, reducing crime and the fear of crime
  • Parks (including Parks Police), community gardens, open spaces, and leisure centres
  • Culture plan: museums and galleries; public art; events and film 
  • The council’s role in supporting Notting Hill Carnival
  • Mortuary and coroners’ services, cemeteries
  • Registrars and bereavement services
  • Community safety partnership board (chair)

Finance & Customer Delivery – Cllr Johnny Thalassites

Cllr Johnny Thalassites

 

Cllr Johnny Thalassites is responsible for:

  • Revenue and capital budget planning and monitoring (with the Leader)
  • Customer services
  • Digital transformation and enablement
  • Corporate Support: Legal Services, Facilities and Events Management, Electoral Services, Procurement Policy, Corporate Health and Safety
  • Investments and treasury management
  • Council tax and benefits
