Construction site enforcement

If you want to report a breach of regulations at a construction site (such as works taking place outside the permitted hours, or site deliveries contrary to planning permission) you will need to provide evidence that can be used in court.

Evidence can be photographs or videos that are timed and dated. These must demonstrate beyond doubt, that an enforcement breach has occurred.

For example, if you are reporting a construction vehicle entering the site out of the agreed hours, the photo or video must show the registration plate of the vehicle and vehicle entering the site. If this standard of proof is not possible by taking a photo or video, you will need to get verbal confirmation from the driver.

Those who submit evidence must, if necessary, provide a witness statement and/or act as a witness for the prosecution in court.

The Construction Management Team

The Construction Management Team was formed on 1 April 2019 to create a multi-disciplinary approach to the regulation of construction sites, with officers from Planning, Environmental Health and Highways Enforcement working together to provide a co-ordinated approach to the control of construction activity, ensuring compliance with the Council’s requirements.

The Council’s revised 2019 Code of Construction Practice has introduced the Construction Bond, the scheme requires particular categories of construction work to pay a bond fee to cover the cost of any monitoring that is required.

Permitted hours for noisy construction work

Works that are audible beyond the site boundary are permitted during the following times:

• 8am to 6pm, Monday to Friday

Specific high impact activities of demolition and concrete-breaking works, which are permitted during the following times: 

• 9am to noon and 2pm to 5.30pm, Monday to Friday

No works (audible at the site boundary) permitted at any time on Saturdays, Sundays and Public/Bank Holidays (unless specifically authorised and agreed in advance with the Council.
