Highways maintenance
Our standard of highways maintenance and street lighting are amongst the highest in the country. We:
- are strict about licensing works on the highway
- require Construction Traffic Management Plans to ensure there is minimum disruption to residents
- expect contractors to leave our roads and pavements in the condition they found them.

Inspections and annual programme
We inspect:
- principal roads and heavily used pavements monthly
- minor roads every six months
Our inspectors record the condition of the pavement, carriageway, and street furniture and look for any other potential hazard to road users. We make urgent repairs within two or 24 hours depending on the severity.
We have comprehensive annual programmes of pavement improvements. The programme is developed following condition surveys to make sure any defects are fixed where necessary.
We carry out all works in accordance with our streetscape principles and use high quality materials and workmanship. We also remove unnecessary street clutter.
DfT Grant 2018
The Department of Transport announced in 2018 that £420m would be provided to local authorities by way of a grant to supplement local highway maintenance funds. Kensington and Chelsea’s share of the grant for the year 2018/19 was £230,000.
The Council, under its normal programmed work resurfaces sections of about fifty to eighty of the borough roads annually. Most of the budget for highway maintenance is used for programmed work with a small amount spent on reactive work, making the best use of our resources. The Government grant was injected into our annual programme and used to repair borough’s worst affected roads. These included sections of Chelsea Bridge Road, Fulham Road, Holland Park Avenue (2 sections), Kensington High Street and Kings Road.

We make sure that utility companies reinstate their excavations to match the existing surfaces and high standard of workmanship.
